A tactic relating to a legion's target choices. It involves shooting lower level pilots (typically ones who are close to levelling up) rather than pilots who are already at a high level (and are therefore more difficult to kill).
This tactic leads to more enemy deaths than are possible when shooting higher levels. It is therefore more effective when the enemy is several sectors from its home world, so that any ships killed cannot quickly rejoin the battle. A legion may choose to adopt this strategy in order to damage enemy morale or if it is unlikely to be able to achieve more significant kills.
